The Asahi River where it runs just below Okayama Castle, and the Hyakken, a channel dug in the Edo period to carry its water only during floods.
What you can see
All three are fixed on one spot. They are not rotating feeds that cycle through several points, so there is no waiting for the place you want.
Shintsurumi Bridge is a watch camera on a bridge over the Asahi, about a kilometre upstream of the one at the prefectural office.
At the prefectural office is the reach that runs just below Okayama Castle. The camera stands in front of the prefectural building, so what you see is a city river as it is.
The Hyakken floodway gate sits on a channel opened in the Edo period to take Asahi River water only when the river floods. Most of the time there is little water in it.
Two on the main stem and one on the floodway means you can compare how much is diverted into the Hyakken as the Asahi rises.

Hyakken floodway gate

A sluice gate on the Hyakken, a channel opened in the Edo period to carry Asahi River water only during floods. Most of the time there is little water in it.
When to watch
Heavy rain and typhoons are when these matter. If there is water in the normally dry Hyakken, that is the measure of how much the main stem is carrying. Decide about evacuation from your local authority. The cameras here are for seeing how things look.
The worse the day, the darker the picture, and raindrops blur the lens. Do not expect much of the image.
On a calm day the prefectural office camera is the one to watch: people walk the embankment, and the city and the river stand on the same ground. The operator publishes no best season, and we do not set one here.
If it isn't showing
The source is the Chugoku Regional Bureau of the Ministry of Land, Infrastructure and Transport. These are test feeds and can stop without notice. How to tell why a screen is blank is in What is happening when a live camera shows nothing.
