One camera on the main river carrying Lake Biwa's water down to Osaka Bay. It is wide enough that the townscape on the far bank fits in frame.
What you can see
One river feed from the Ministry of Land, Infrastructure, Transport and Tourism. It is the only camera in Osaka Prefecture, and what it shows is a river that crosses the boundary itself.
The Yodo and Uji rivers are the lower reach of the one river that flows out of Lake Biwa. The same water is called the Seta, then the Uji, then the Yodo on its way to Osaka Bay. Together with the cameras further upstream it sits on The Yodo River System page, where you can follow the same water from place to place.
The channel is wide, so the frame holds not just the water but the buildings on the opposite bank. For a river running through a city there is a lot of open ground inside the levees, and how much of it is covered when the flow rises tells you roughly how much rain fell upstream.

When to watch
With a big river the interest is less the level than the rate of change. Watching how many hours after rain the colour turns, and how many hours until it clears, gives you a feel for how much land drains into it.
